The Venango County Housing Authority pays a portion of rent for lower income families, elderly and persons with disabilities so they can reside in a decent, safe, sanitary and affordable home. Families with no income may have all of their rent paid on their behalf. The Housing Authority has entered into an Annual Contributions Contract (ACC) with the U.S. Department of Housing and Urban Development to administer two (2) programs. The following are the programs currently in effect:
Housing Choice Voucher Program (Section 8)
You can make a choice of a house, apartment, townhouse or mobile home located anywhere in the jurisdiction of Venango County (except within the city limits of Oil City and Franklin). Those two cities have their own Housing Authority's.
You must be income eligible (see income chart); the owner must agree to participate in the HCV program; and the housing unit must pass the Housing Quality Standards inspection, meeting the minimum guidelines as established by the U.S. Department of Housing and Urban Development. You must also not be disqualified from participation as a result of any history of certain crimes. Depending upon your personal circumstances, you may qualify now or you may be disqualified for a certain period of time.
Cherry Hill Apartments
Cherry Hill Apartments is a 20 unit apartment complex located in a country setting off of Rockwood Avenue, Cornplanter Township, Oil City, Pennsylvania. We offer 3 & 4 bedroom townhouse units. Water, sewage, refuse service, oven/range, refrigerator and laundry hook-ups are included in the rent. You must also not be disqualified from participation as a result of any history of certain crimes. Please refer to the ZERO TOLERANCE OF FRAUD, DRUGS, ALCOHOL ABUSE & CRIME Policy located on the Policies page. Depending upon your personal circumstances, you may qualify now or you may be disqualified for a certain period of time. New energy efficient heating systems were installed at Cherry Hill in September of 2009 and new kitchen cabinets and countertops were installed in each apartment in May of 2010.

The payment standard is the maximum that the Housing Authority can contribute toward rent on behalf of the Tenants. This new payment standard was adopted by the Board of Directors on July 28, 2010 and made retroactively effective to July 1, 2010.
The Board of Directors on July 28, 2010 approved, retroavtively effective to July 1, 2010, a new Utility Allowance Schedule for Section 8 Housing Choice Voucher Tenants. This new schedule consists of various utility cost allowances for Venango County including water, sewage, electric, natural gas, propane, and fuel oil.
